Who sits behind each region.
Every call has a postcode. phi-cloud maps each caller to one of 11 regions and routes — vendor-direct — to a provider physically inside it. No Bedrock, no Vertex, no Azure OpenAI in between.
Today the PHI tier is live in Switzerland only, on Infomaniak — the one sub-processor with a filed DPA and region-pinned inference. Everywhere else, general-purpose traffic (OpenAI, Anthropic, Google, Mistral, plus our self-hosted worker) is served now, and the PHI tier unlocks region by region as each BAA/DPA is countersigned.
